Joint Planning and Transportation Commission Meeting - Further Discussion of Preferred and Financially Constrained Plan Content

Joint Planning and Transporation Commission Meeting - Preliminary Draft Intersection and Roadway Projects

On July 26th the Planning and Transportation Commissions met to discuss the preliminary draft intersection and roadway projects for the Ashland TSP Update. Posted below is the techncial memorandum discussed at the meeting as well as the presentation used to facilitate discussion.

Update on the Proposed Temporary Road Diet for North Main Street

The Public Works Department, Planning Commission and the Transportation Commission are proposing to narrow North Main Street from Helman Street north to Jackson Road from four (4)-lanes to three (3)-lanes. This proposal is the product of discussions that have occured during the on-going update to Ashland's Transportation System Plan.

The next meeting to discuss the proposed road diet will be held on Tuesday, June 14th from 6:00 p.m. to 7:30 p.m. at the Ashland Middle School Commons located on Walker Avenue. The City's press release for the meeting can be viewed here.

For the June 14th meeting and at the City's request, Kittelson & Associates, Inc. (KAI) prepared an updated memorandum to address questions asked at the March 31st meeting regarding the potential impact the road diet could have to adjacent neighborhood streets and what evaluation measures would be used to determine if the temporary road diet is successful. A copy of this memorandum is available here along with the appendix here. Findings from the memornadum will be discussed at the June 14th meeting.

White Paper Process for Alternatives Analysis

Five sets of white papers were produced to present information on tools, opportunities, and potential strategies that could help Ashland become a nationwide leader as a green transportation community. Each white paper presents general information regarding a topic and then provides ideas on where and how that tool, strategy, and/or policy could be used within Ashland.

Preliminary discussions regarding the content of each white paper have been conducted with the Planning Commission and Transportation Commission at joint meetings (see below under the Joint Planning/Transportation Commission Meeting Packet Materials). Below is a link to the meeting list for each white paper topic.

Based on discussions at the joint meetings and the public comments received, Draft Technical Memorandum #7 Alternatives Analysis has been prepared. This document summarizes the initial input received from the Planning and Transportation Commission regarding each white paper topic. Using the input received each topic is organized into one of three categories: 1) Include Moving Forward; 2) Exclude Moving Forward; or 3) Need Consensus from Planning and Transportation Commission. Proposed Temporary Road Diet

The Transportation Commission will be taking Public Feedback on the proposed Pilot “Road Diet” (4-lanes to 3-lanes) project on North Main. This project is being considered because nationally published research indicates Road Diets reduce crashes by 25% to 33% and have been found to reduce travel speeds. The proposed road diet on North Main Street also includes bicycle lanes on both sides of the street. North Main has been selected as the first road diet pilot project because of the opportunity to improve safety and add bicycle lanes.

On Thursday, March 31, 2011 the Ashland Transportation Commission will consider the proposed temporary road diet. If this issue is of interest to you and you would like to share your opinion, please attend the meeting beginning at 6:00 pm at the City of Ashland Council Chambers at 1175 East Main Street.
